Ruby Falls requires a tour, Rock City can be self guided but there is still an entry fee. A paid tour is necessary to see the cave and Ruby Falls. We did not have to wait more than a few minutes to join a tour. It is a cave and the path is narrow in many places.

Yes you can do it all in one day. I would do the incline railway first, then ruby falls and end with rock city. I would allow an hour to hour and a half for each. Definitely Ruby Falls and Rock city in the same day: the incline railway could be too much.

Is Rock City and Ruby Falls the same?
Rock City is on the GA side of the mountain and is closer to Ruby Falls. I would definitely suggest visiting both because they are both unique. Please make sure to give yourself adequate time to visit Rock City; don’t rush through it.
