What is Command Materia?
Command Materia (コマンドマテリア, Komando Materia?) is a subset of Materia in Final Fantasy VII that allows the user to equip certain command abilities in battle, which are not magic or summon commands. The commands have various effects, though most are damaging.

Location: The Master Command Materia is given to you by the Kalm Traveler as part of a side quest after defeating Emerald Weapon. You can also obtain one by mastering each of the Command Materia listed on this page (excluding Master Command Materia) and then speaking to Bugenhagen in Cosmo Canyon.

How do you get Master Command Materia in ff7?
There are two ways to obtain a Master Materia. At Bugenhagen’s observatory in Cosmo Canyon, giving all mastered Summon Materia to the red Huge Materia will combine them into the Summon Materia. Alternatively, it can be obtained from the Kalm traveler by trading the Earth Harp (dropped by the Emerald Weapon superboss).
How does summon work?
W-Summon allows the user to cast two Summons in one turn (consuming MP both times). Though it comes with no stat changes or any other penalties, the Summon Materia equipped come with major changes, meaning that the player should give it to spellcasters with a strong Magic stat that benefit from the stats.
