No, you do not have to be a DVC member. As far as I know, yes you do have to be a DVC member to stay at Bay Lake. BUT I have also stayed at the adjoining Contemporary and it is very nice! The rooms are much larger than a regular hotel room and you can still get wonderful views of Magic Kingdom and Bay Lake.
