Personality. Super 17 has Android 17’s personality and attitude though Hell Fighter 17 is the one in control of the fusion most of the time, resulting in Super 17’s evil tendencies. Super 17 believes himself to be the Ultimate Android and seeks to prove his superiority by killing Super Saiyan 4 Goku.

Yes his Ultimate, Main, Z-Ability and base stats are good but that’s about it. His cover change and Green card are very situational and his damage output and tanking is mediocre. He does a lot of things but nothing very good, kinda like Meta Cooler.
