no, to be guaranteed access you have to have a package, If you have a room without package, you may purchase at hotel if available, it is selling out every weekend so that is very iffy. Only other way to guarantee access is to book a party room, there is a minimum charge for that.

Admission is $49.99 per person, with children 3 and under free. The passes, which provide access to the entire indoor and outdoor water park, are good noon to 8 p.m. Monday through Thursday. There is designated parking for $10.
