Can I connect fan to PSU?
Attaching directly to the psu is perfectly fine, but the fans will run at full speed always.

Why does PC fan have 4 wires?
The 4-wire fans have a PWM input, which is used to control the speed of the fan. Instead of switching the power to the entire fan on and off, only the power to the drive coils is switched. The PWM signal drives the fan directly; the drive FET is integrated inside the fan.
Are all PSU cables same?
The input power cords are pretty standard. If you had a really high wattage power supply you might want a heavier gauge wire, but otherwise the power supply has a standard power input.
Are all PC PSU cables the same?
The device-side of all PC cables is standardized. ATX 24-pin, EPS12V, PCI-e to the GPU, SATA—the wiring is known, and it doesn’t change. What isn’t standardized, however, is the layout of the PSU-side modular cable headers. Like ESD, just because you’ve gotten away with mixing cables doesn’t mean you always will.
