Can you still get Reaper Soraka?
Upon its release, Reaper Soraka cost 1350 RP from the store before it was retired the legacy vault on a few weeks later on November 21st. Unfortunately, this deathly skin is no longer available in the store and the only way to obtain it is by buying an account with it already enabled.

Can Soraka have herself?
Astral Infusion cannot be self-cast, nor can it be cast if Soraka is Health icon below 5% maximum health. This is Soraka’s main ability as a healer, and you’ll tend to max it first. As we discussed in her Q, this ability cannot be used to self-heal, so you have to use it on your teammates.
