Are Antec liquid coolers good?
In our testing the ANTEC Neptune 240 ARGB 240mm Liquid CPU Cooler performed good and provided decent thermals with manually overclocked Intel Core i9-9900K up to 5.1GHz. Included ARGB LEDs / Fan controller and two 120mm Antec ARGB PWM fans make whole package very attractive.
Does the 5900x need water cooling?
They are good enough for base clock speed and very noisy when the processor reaches 100% capacity. But there is no bundled cooler with the Ryzen 9 5900x. You can take better cooling if you go for a liquid cooling solution for overclocking like the ARCTIC Liquid Freezer II 280.

No, you will still need case fans. For one, to push air through the radiator to actually cool the CPU, and then at least one exhaust fan so that the hot air gets pulled out of the case allowing for cool air to replace it.

A good 240/280 might suffice for 5800x but for 5900x I would choose 360 AIO cooler if you want relative silence.
