The Hyper 212 EVO should be fine for the 10700. However, the bigger question I have to ask – is there a reason you are going with the 10700 vs the 10700k? You have a non-K cpu, but with a Z490 motherboard, which people mainly choose because it allows for overclocking, which you can’t do with the 10700 non-k.

Honorable. Hey, if your not going to overclock the cooler master thermal paste should do fine. But if you want to overclock and dont like your cpu to heat up then you can buy thermal paste. The best of its kind is silver thermal paste.
Is the cooler Master Hyper 212 loud?
Subjectively, you can definitely hear the Hyper 212 fan with the case open and the fan running at 12V. In the end, we found the Hyper 212 quiet compared to many other coolers, but it is certainly not silent. However, most users will be fine with the low noise levels of the Hyper 212 fan as mounted on the heatsink.
