Does 302 and 351 use same headers?
Although the header flanges will fit both engines (both engines use the same heads) the headers for the 289/302 will not fit the body in the same way because the 351W is taller and wider than the 289/302. You will need to swap the headers for a pair specifically for the 351W engine.

So for equal money, a 351 will have more cubes, more low end torque, and a lower RPM peak. A 302 will have the same HP, but a slightly higher tq peak with lower tq numbers. In almost any situation, cubes are better. Unless you can make your goals cheaper with the super-cheap 302.

The 351W heads are the exact same size as 302/289 heads, just have bigger valves and combustion chamber. 302 intake/exhaust manifolds will still fit fine.
Are 302 and 351 Cleveland blocks the same?
The blocks are the same. You need 351 crank and rods to convert. If you want a really free revving 351, use the 351 crank, but use the 302 rods, as they are longer.
