Gildarts is hands down stronger than Laxus, but Jellal I couldn’t say. So far based on feats since we haven’t seen Jellal or Gildarts after the time-skip it goes like: Laxus. Gildarts.

Jellal is simply a lot faster at the end of manga and he would have no problem to attack Gildarts before he reacts. I dare to say at the end of FT Jellal is strongest non-plot boost mage (doesn’t have immortality/dragon slaying/copying magic), and probably only one he could lose to at end of FT would be Natsu.
