The current sets legal for Historic are: Ixalan, Rivals of Ixalan, Dominaria, Core Set, 2019, Core Set 2020, Core Set 2021, Guilds of Ravnica, Ravnica Allegiance, War of the Spark, Throne of Eldraine, Theros: Beyond Death, Ikoria: Lair of Behemoths, Jumpstart, Amonkhet Remastered and Historic Anthologies 1-3.
Why is Green Sun’s Zenith banned?
As you can see in the explanation, Green Sun’s Zenith was banned because of its efficiency, which made it less optimal to play different green decks. Green creature decks would essentially all contain the card, and that would lead to all of the green decks with similar toolbox creatures.
What sets are allowed in Legacy?

Why is second sunrise banned?
We decided to try and do the narrowest possible ban: one that would reduce the chance of such long turns without banning a card used in other decks. That is why Second Sunrise is banned in Modern. To increase the diversity of decks at the top of the Historic metagame, Uro, Titan of Nature’s Wrath is banned in Historic.
Is Ponder banned?
Ponder is banned because it added too much consistency to certain decks like Storm and Twin. Using cards like Ponder and Preordain (also banned), these combo decks were able to find their win conditions very reliably and very early in the game, as early as turn 2 or 3.
