Because Primal Groudon & Primal Kyogre just glow with power which is cool and all but superficially Mega Rayquaza is better. Which has the best ability? Primal Groudon since it makes Water Type moves fail but Mega Rayquaza’s is good but not as good as Primal Groudon’s Desolate Land.
